Game does not start. Failed to initialize draw system

Hello, I have been struggling to run AoE 2 HD and I would kindly require assistance. I bought the steam version a few years back, I can play it on my Asus ROG GL-552VX with absolutely no issues. I also have a pretty old PC lying around, I thought about messing around with it, just using it for some basic stuff and playing older games on it(nostalgia). I have Windows 7 Ultimate 32 bit version installed, getting to the hardware part, the PC has a Pentium 4 2.80 GHz, Nvidia GeForce FX 5200 AGP video card, 1.5 GB of RAM. When I try to launch the game, I'm getting an error that says "Failed to initialize draw system c:\users\jakes_workstation\documents\projects\age_of_empires_2_de\phoenix\age2hd_archive_5.7_with_hotfix\aoc\source\main.cpp(312)" And on top of that "SteamAPI_RestartAppIfNecessary() has been triggered. Aborting startup." I looked for solutions online, tried all of them. Installed and reinstalled Visual C++ Redistributables, installed DirectX, renamed the executable game files and changed the setting in set launch options checked if directdraw and direct3d acceleration are enabled(they are), checked windows updates, everything is up to date. Nothing. My initial thought was that this Pc is not powerful enough but I tried other games(Stronghold crusader, worms Armageddon) and they work just fine. I'm at my wits end. I have no idea what else I can do.
