It's no secret that Khmer, Vietnamese, and other civs suffer a lot because of their weak early-game. Unfortunately, all the good early-eco bonuses have been taken up.
But what if certain eco bonuses were used again on a civ, with varying potency based on the civ?
For example, you could have 2 civs that have a lumberjack bonus: Celts and (let's say) Khmer, but the Khmer get a different value compared to Celts. Even if both had a lumberjack bonus, they'd play very differently due to their tech trees.
Would this just create more power-creep issues, or could it help out civs that have low winrates?
