Units not moving

When I tell a unit to do something, they freeze fairly often. Sometimes it is a result of them bumping, but often occurs alone.

This is most frequent and flagrant on my scout, but present on my villagers. I have disabled mods to test(obviously).

At this point, much as I yearn for Khmer farms, the game is unplayable. That's how often it happens. I'm a bit miffed I bought the game in the first place when I have a perfectly functional(or at least as functional as the original) 2013 game.

In conclusion, I am sad and angry. I don't know who is as fault. I don't know how fix it. I do know to wait even longer than a god damn year for aoe4, because it apparently takes longer than that for a functional game.
