Unplayable Lag on DE?

I having problems with DE and I don't know if it's the game or my computer. Even with the worst possible graphic settings there is a lag at every level. From the main screen to the loading screens to the most basic campaign missions. Had anyone else experienced this issue. My laptop is approaching 3 years, but it's windows 10 and is more powerful the the recommended settings on steam. It's really frustrating because I'm so excited to play and updated AOE2 but at this point the game is unplayable.
