The heavy halbs are upgraded from halberdier. May be good for infantry civs like Japanese, Goths, Celts and Slavs. Not all infantry nations will get the heavy Halbs.
Maybe Byzantines and Lithuanians too.
As for imperial skirms, only the Vietnamese has them. Suppose the Aztecs, Maya, Inca, Lithuanians and Byzantines get them too?
