In your stables, you have your anti-monk scout trash unit, you have your all-purpose cavalry, you have your anti-cavalry cavalry, and you have your high HP slow cavalry. All of these have certain uses, with elephants being more niche but certainly still strong on maps like Socotra.
The stables is already stacked--in what situation would a cuman, mongol and tatar player make yet another type of cavalry? When they're on the defensive.
Give them a slight bonus vs siege weapons. That's it. When the player is on the defensive being pummeled by mangonels, they can now make a few fast cavalry units that can better reach a mangonel even if it's surrounded by pikemen because of the long spear that can attack at range. With the bonus vs siege weapons and their cheaper gold cost, it will be worth it to make a few vs mangonels.
Remember: their range already allows them to attack through walls! They are already decent against rams since they can attack them from the other side. If they're ever gonna have a niche use, this is it!
It's a buff that breaks nothing about the game and gives Steppe Lancers a role.
