Sioux Teepees... Resource Gather Boost?

Forgive me as I'm still learning TWC and TAD but I like to watch a lot of the ESOC tournament streams/youtube uploads.

I've learned that in these tournaments they are actually playing with a different patch.

My question is: in the unpatched/straight steam install version of TAD... do teepees boost resource gathering for vills?

I do not see that "aura" around the vills when they are gathering... is this a setting I must enable?
