How come skirmisher has no multiplier to eagle runner knights?

There are unit in Aztec which is countered by European civs, say

Skirmisher has no multiplier to eagle runner knights (light cav or dragoon of Aztec)

Dragoon has no multiplier to coyoto runner knights(hand cav of Aztec)

Are they meant to be not a proper counter or the unit itself has low health so european units still has a upper hand in trading?
