Why can't I use anarchy in multiplayer matches?

Hello there, I'm fairly noob to AoE2 so please pardon me if the question is too stupid. I was playing as Goth in a singleplayer game where the anarchy search was available, but when I tried to search it in a multiplayer game with my friends it disappeared from my castle. Why did it happen? ps: I have the HD edition with the Rise of the Rajas, African Kigndoms and forgotten helms expansions but I am not sure if my all of my friends have those as well and I created the lobby for that match.
