I shall preface this idea by saying that I am not a historian, and am only aiming for a similar level of historical accuracy that is found in the game currently. I have focussed on achieving a degree of uniqueness for this civ, whilst doing my best to make the bonuses feel "AoE2'ey", and making the civ as balanced as I could in a variety of map styles and against a variety of units. I'd like to thank u/ChuKoNoob for his invaluable assistance in balancing and finding all the silly mistakes I made, your help and attitude is much appreciated. The conceptual design for the Archer of the eyes UU is also not my own, coming from u/AlMusafir who's excellent artwork for this civ's wonder and UU can be found here, and who helped me conceptualise the strengths and weaknesses of this civ, thank you also.
