How do people create cool maps

For example Cup or Bay in the Hidden Cup Tournaments, they obviously just weren’t chucked together in the scenario editor (if they were then bravo)

How do people design maps so well that randomly generate wood lines and resources and tc spots and fish, but still have it a consistent every time?
