I'm not sure if it's related to pathing bug or is it just my own tendancy to misclick something. My villagers tasked with building very often just stand in the middle of the building foundation blocking it and then idling. Most commonly its the TC but i've done it with everything that's not a farm. I tend to shift click unconsciously but i don't know how that can cause the problem.
