Condos should have their own armor class similar to eagles

The main issue with condos is for hard they are too counter, that they're almost always a better choice then champions, and it makes the transition to infantry for civilizations like goths or Celts transition quickly and easily to infantry. Could this be solved by making them in the same armor class as eagles, or giving them their own armor class? This would make champs counter them and would make them actually just be for raiding or killing gunpowder instead of as the core of your army.
