What am I doing wrong?

I've been playing a lot of hun wars vs hard Barbarian AI, but i lose everytime. The game goes like this: I go for the scts BO and hit feudal around 9:30-10:30, which is like 30-90 secs before the AI, but he just goes straight archers and manages to create spear(s) before i manage to get 3/4 scouts. Then, when I want to transition into archers, he has like 10 of them already and before i manage to kill them with skirms, I'm quite ded. But ... scouts should counter straight archers, right?
