Guy had no villagers or units and the game didn’t end

So I’m playing ranked multiplayer for the first time and on my last game they guy had no villagers or units of any kind and the game didn’t end. Does the round only end when the other play leaves or resigns the game? I spent 5 minutes destroying buildings before the game actually ended.
