What’s the best anti-Japan strategy around? For standard supremacy, not treaty.

I generally dislike rushing Japan because they’re not susceptible to raids, and massed Ashi in Age II are very effective. Is there an especially effective rush against them? When are they weakest? What’s the best way to push them or stop their boom?
