Hungary Glitch/Bug. Infinite outpost limit/wagon/grenzer spawn card doesn't count against the population limit. Actually all of the units from cards that spawn at (not home city shipment units)outposts don't count against the pop cap. (So you could field a normal army and 5 billion Grenzers)
