Is a tower a viable defense to a 21 pop archer pressure when trying fast castle? Whats the best way to punish the tower?

On an open land map, Player 1 goes 21 pop archers, player 2 walls up and plans on FC. Is it ever worth it for player 2 to get a tower to protect his gold and wood line if the archers break through the wall? Or is the stone cost delaying town centres too much of a setback?

How can player 1 punish the tower? If its tough to get villager damage should he just pull back and try to castle as quick as possible? Or should he still push for additional damage?
