Do Age of Empires 2 really need a counter unit to gunpowder?

So I just got the idea of why do we even need condotiero. In standard AOC the only time were gunpowder units were strong almost to the point of OP is maybe castle age Conquistator or Arena Jannies. In Imperial age gunpowder units are just alright.

Nobody has ever said "oh man Turks are just so OP" unless they suck or they are jocking. Nobody thinks hand cannons are OP. All gunpowder units are fine units. So why do we need a counter unit to them? And not just for one civ, in TG all civs from a team get access to that unit.

Gunpowder units already die to skimisher, archers, cav archers, heavy cav, even hussar do pretty well, onagers, bombard cannons, heck gunpowder units counter themselves.

I just dont see a reason for condotiero and its bonuses. The unit as it is now is OP, im pretty sure it will get nerfed but please keep this in mind "Do we need a counter to gunpowder? is that really necesary?".
