Can't make Cannon Galleons or fire ships?

I'm on the Sarcean mission Jihad, and guides say to make cannon galleons and such so I look up how to make those on the wiki [research chem at uni, then research cannon at dock], but I can't.

I have chemistry researched, and galleons, but the dock just simply wont let me research the cannon galleon; the option won't appear. I also can't make fire ships.

Am I missing something? Because I haven't been able to in any other mission either, but only just now really noticed.
