As someone who is not great at this game, I am certainly not the best person to answer this question. I don't know most of the Smurf accounts, who is inflating their elo (like noob bashing, but against very good players), and things like that. With that said, I would like to ask some of my more talented peers this:
What newer player are you currently impressed by and which players have the trifecta of skills to be truly the best (I would consider this essentially Game Knowledge + Intelligence + Micro/APM and Macro)? Or, if they're currently lacking a bit in one of the categories, who has the chops to take the next step?
I am fundamentally interested in this because we tend to see the same experts over and over again. Don't get me wrong: they're still highly entertaining and incredible players. But it's always good to have some "prospects" coming down the pike.
