In custom online games do players frequently bot/script?

I am quite literally rushing my tech and civilian force in these games and 20 minutes later the enemy shows up with a 100 soldiers. The interesting part is they are doubling the amount of resources I harvest. (Cheats not enabled of course.) I typically get to 15 on food, 15 on wood, and 15 on gold before their army shows up.

I just don't understand the discrepancy or how I could possibly keep pace with these players.
