Flexible Civs?

Well... when I play Russia, I almost go rush in age 2. Because they are real strong in 2 age, but weaker in 3 age, IMO.

And I play Ports, I almost go FF.

So I wondered are there civs that can go rush in 2 age or go ff for decent strategy.
