Personally I think it would be Goths + Slavs.
Infantry-line: A+ Slavs bring Champions and the Plate Mail Armor tech. Druzhina tech to make infantry units deal trample damage. Will have all Infantry tech.
Archer-line: B- Both missing Arbalest, Thumb Ring and Parthian Tactica tech. Goths bring Hand-cannoneers and Bracers tech.
Cavalry-line: B+ Both missing Paladins and Camels. Slavs bring the Plate Boarding Armor tech.
Siege-line: A Slavs bring Siege Ram/Onager and Siege Engineers tech. Goth bring Bombard Cannons. Will have all Siege tech.
Navy-line: A Slavs bring Elite Cannon Galleons and Dry Docks tech. Goths bring Heavy Demolition Ships and Shipwright tech. Will have all Navy tech.
Monastery: A Both missing Herecy. Slavs bring the Redemption, Atonement and Block Printing tech. Goths bring the Faith tech. Orthodoxy unique tech to increase monks armor by +3/+3
Defensive Structures: B- Both missing Bombard Tower, Keep and Arrowalita tech. Goths gain Walls (hurray!), Fortified Walls, Guard Tower and Hoardings tech from the Slavs. Goths bring the Architecture tech.
Economy: A Slavs bring Gold Shaft Mining tech. goths bring Stone Shaft Mining and Guilds tech. Will have all eco-tech.
Now, how disgusting would that be to make Huskarls deal trample damage backed up with Boyars to counter Champions with [insert counter here] to counter your [insert counter here]
We need a mod for this btw.
