"Players who don't own expansions will be limited to a set of rotating civilizations" Can someone explain this please?

I'm trying to get a friend into the game, but he has no idea if he should buy the expansions. (He's into saving money.)

Will not buying the expansions mean he can't play the new civs in multiplayer? Will he at least be able to play the civilizations in the original Conqueror's?
