Slow triggers?

When setting triggers on a delay, like 1 or 1.5 seconds, the game seems to treat them as a minimum of 3 seconds. This can create some really long and awkward pauses in my cutscenes.

I looked at some of the official scenarios, and in those, the short delays before a trigger worked flawlessly. However, I'm not able to replicate it. Am I missing something?
