Unit Spawn Times For 8p CBA 'Unit Picker'

I'm working on an 8p CBA that allows choosing from every unit in the game, i'd like to continue from the regular CBA spawn times. Any toughts on whats the best way to expand these times to the regular non-elite units and keep the balance? Has it mabye been done before?
