Mod/external editer help on the original Titans expansion over the population limit

Im looking for a Mod or external program that I can you to increase the hardcap for the population without removing it completely.

The reason I need it is because I am working on a 2000 x 2000 with a theme of everything being on a larger scale gameplay wise. So I want to increase simply increase the hard cap so players are still limited by settlements and houses/manors.
