I feel like I'm taking crazy pills, but sometimes palisade gates are available to build, sometimes they aren't. I thought they should be available to all civs so I didn't think it was a civ thing, but I don't know what's going on and why sometimes they wouldn't show up.
Do I need to build some other buildings first before I can build them?
