Did you know Goths have fully upgraded skirmishers?

Just had my third experience with a teammate refusing to make skirmishers.

Seems like a lot of people are unaware that they get fully upgraded skirmishers since their civ is so heavy towards infantry.

I was Malians, he Goth was facing hand cannons. After repeatedly telling him he needed to transition to skirmishers and not doing so, I added "I don't have bracer, you need to make skirmishers, yours are better than mine".

He responded "I don't either, I'm Goth".

Just wanted to know if this misconception was very common or if I was just unlucky.
