ESO home cities problem

I logged on today after about 2 years without playing. When I go to home cities they are all there but when I try to open one to look at my decks it never loads.

In game I don't get a home city and don't get decks or cards, it just OOS's about when you would expect to get your first card. Is this a common problem? The game says it's up-to-date.
