Trying to add a new civ myself, but it is not working.

Me and a few of my friends have wanted to add our own civs so I am trying to add some. I am starting with trying to add one but it is not working. When I open the game the dlc civs don't show up and the game won't start and I get a message that says "Random Map failed to load". Any ideas on why it isn't working would be much appreciated.
