Noob Question about Consulate (China)

Hi, couldn't find an answer to this. My friends and I recently started playing it, and I have the AoE3 Complete Collection version on steam. When playing China, I only see England and Russia as options in the Consulate, but I read online that you can choose from 8 factions? Am I missing something? I thought I built every building but can't seem to find the option to choose a different faction. Thanks!
