Max army, accounting for how much pop native units "should" be worth.

I've read posts hear about getting over 300 units playing as Aztecs.

Do you think Native Units are usually "worth" 1 to 2 pop? With some stronger ones averaging 3?

If you're able to get 100+ other native units as Aztecs, is that kind of like having a 400 pop limit?
