Crash on startup nothing works?

My friends bought aoe 3 on the summer sale and i thought id reinstall it and play with them. All the expansions work fine but the base game crashes on startup every time without fail ( no title screen at all just the small steam window saying its launching) and i need to access the base game to create an ESO account for online play. Ive tried running in all the different compatibility modes on all os's, ive tried launching from the in folder exe, Ive tried verifying the caches. This post is my last resort to get this functioning
