Why do scouts lose to villagers in the dark age? Why do they gain health and damage when you age up?

I never understood this, and there's no in game explanation for it either!

Why would a military trained scout lose to an untrained villager 1v1? Why do scouts get upgraded upon aging up? What other units exhibit this?
