How to beat turtle?

I has this encounter, we played 2 times, both I was spanish, so I try scouts I have an issue so I switch to m@a into archer in the first. I know archers in spanish = bad but I won 11, the second time I went scouts, but in dark i lose mine so i didn't see him turtling. The fact is he beat me to castle and then he also beat me to imp. What should be my strategy against double layer of palisade, almost like hoang style, but a 16xx HD level no militia 11. Seeing this he didn't make a Rax just into castle
