What the fuck is with random civ?

In every game I join random civ is always the norm and there is no indication this is the case in the title or by the host. The host always says last minute random civ or kick.

1. Put rules like that IN THE TITLE as to not waste players time.
2. Why the fuck is it so popular?

I don't want to play as some random asian-turk-mongol shit faction.
