Steepe Lancers are so strong and definitely need a Nerf of some kind, but I love that they get it since it adds a unique play to the game and matches them historically better than Paladins.
They were historically a strong light cavalry type civ. So this would be a good way to balance them, similar to Saracens or Indians.
That and Lancers cost 75 food and 40 gold or 80 food and 35 gold.
Maybe even adding them to Mongols and Huns and removing the Knight line.
