Native Allies Shipment

Value as a rush card? In Niche situations or with particular natives? Does anyone have handy the amount of units it gives from each tribe in the game? Also, I believe one of the TAD natives makes Elephants that are only available in Age III, so would a Native Allies Shipment give you an Elephant anyways if you were Age II?

There are certain Natives I really use a lot—like Cheyennes which I use for upgrades—looking into this card as a possible way of getting even more out of certain Natives that I already use.
