How to gift expansion

I am trying to gift all the expansion to my friends as christmas present.

From what I read, since we all own the game, when each one of us would go to steam and buy the "all expansions + aoe2 HD pack", we would each get the expansion without he original game, which we all own.

But when I want to buy the pack as a gift, nope, no can do - since I own one of the 4 titles, it can't be bought as a gift.

Now, I know, I can give each of my friend the money, they can log in and buy the pack for discount. But I want a way to buy it, print the codes or something and wrap it in a nice, AoE themed box. At least I hope that when I buy something of Steam as a gift, I get some kind of code that I can send to a friend.

Any ideas how to do this? Or do I have to just buy the packs with the HD game in them and cut my loses (20€ per pack for AoE2 HD)?

Here's the pack I am talking about. When logged in, I see it for 23€, since I own the original game. Without it, it's 39€.
