Contest idea: SimCity in the context of a "real" game.

One of the things I like to do, if I can spare the time and attention, is to play "Sim City" with my buildings. It started when I was building houses around a lake and I thought "Heh, that's some valuable real estate right there." Then I started putting houses near the mills / farms so "the villagers wouldn't have to travel far to work," building little walled fortresses with the barracks and castles inside supported by towers, etc. The more visually appealing I could make it the better, but without sacrificing the ability to win the game.

So I've been thinking, maybe it would be fun to have a contest here on /r/AoE2 to see who can build the best city, but in the context of a normal game with people who don't know what you're doing. I'm not sure how to prevent cheating (telling your opponents what you're doing would be considered cheating) so suggestions for that are welcome. We would also need judges and a scoring standard so it's not totally subjective, although "aesthetic appeal" would be a category. Adding a wonder (remember, the game has to be conquest victory) would give a lot of bonus points.

I'd be willing to put $50 into the pot, as well as organizing the whole thing. If anyone has ideas about how to prevent cheating, is willing to volunteer as a judge or assist in coordinating, or make a small donation to the prize pool, let me know.

Or obviously if you think this is a stupid dogshit idea, I'd like to hear your reasons for that too.
