Game development

Hey guys so I am an aspiring software engineer with only knowledge in html(i know it doesn't count) but i really want to develop this game of my own and was wondering if there are any pros who can tell me which language i should learn or what software i can use to make my game. So basically in my vision i would like to release the game on mobile and on pc connected with each other and have the game on steam if possible. The game will not be like an rpg but more of a strategic one like Europa Universals IV, Age of Empires, Sid Meier's Civilization V and Clash of clans. I know the PC game titles i said were very huge to be played on mobile but don't worry my game is a lot more toned down and simpler.
