I've been trying to figure out the Vietnamese. They have no economy bonus, the worst elephants, and knock off/niche use Plume Archers, and a trash unit that accomplishes the same thing as their UU. Everything about their civ appears to be designed to counter other archers, but that's not a really useful trait on its own. I presume the general game plan is to have bulky elephants up front and pierce resistant everything else dishing out damage from afar. Sounds good in theory, but personally I find elephants to be underwhelming, especially the Vietnamese. Rams do a better job in soaking up pierce damage and aren't as weak to pikes or monks.
This playstyle, I feel, isn't even really unique and doesn't have enough to set it apart from other civs like britons and mayans (which have better UUs and economy bonuses). Sure they don't have elephants, but the elephants are the weakest part of the Vietnamese army.
My idea is a UT which gives palisade walls 1 pierce damage, activated when an enemy bumps into it (really touching, not just 1 range). The palisade wall would have a sort of "reload" for how quickly that 1 pierce can proc, but it could hit multiple enemies at once if they're all touching (which is relatively niche).
The idea is not that you use palisades to wall, but scatter them in formations which force the enemies to bump into them, like Czech hedgehog/tank barrier things. This doesn't do a lot of damage - you're unlikely to kill an enemy with the palisades, but it weakens and slows the enemy, enabling the powerful (range-resistant) archers to finish the job and high HP elephants to body block and further disrupt pathing. These palisades also act as a trap on the way out - retreat is especially costly.
Destroying these damaging palisades should not be dangerous - they do not do damage if they're currently receiving damage. The counter to these palisades is simply hitting them, so that needs to be safe. A few rams would be sufficient in swiftly disposing of the defense. Obsidian arrows or the s-tier Saracen team bonus may actually also be useful tools.
Vietnam can claim map control with palisade walls instead of towers. The price of palisades means that you can more easily cover large areas to assert map control and deter enemy scouting. As a castle age UT, maybe the move is to set up all these palisades before you get the tech, bluffing that you have this tech or are prepping to. Paper money is a really cool tech, but as a one time thing that only really helps your allies (300 net gold for cost of 800 food for yourself), I think it would almost be more suited at the market after getting Caravan or something.
Ultimately, any proposed balance change is futile, but I think if any civ needs a change it's the Vietnamese. No other civ do I play and think "I could do this exactly the same with a different civ and be dominating." The other civs which I feel are weak, I feel are also unique. Damaging wooden traps I think definitely fit Vietnam as a civ. Although punji sticks are recognized more for their modern usage, the tactics used by the Trần dynasty in defending from the Mongols reflects the purpose and implementation of damaging palisades - offensive villagers on the front lines slowing and wearing the enemy down. Furthermore I think it would create a different, closer quarters type of battle which may make Vietnamese feel sufficiently different from other archer civs.
TL;DR: UT to give palisades 1 pierce damage upon contact, does chip damage and forces the enemy into either uncomfortable, close quarters combat or patience and siege. Similar strategies used historically.
