How to use Voobly mods offline?

So basically i want to play single player offline on aoe2 the conquerers. I don't have internet but i have aoe2tools installed as well as voobly mods including the one I'd like which is forgotten empires... To raise population count and introduce more civs. When i go to do this, it says only visual mods have an offline install. How would i go about using forgotten empires mod offline? Or am i stuck only using visual mods?
