Question regarding mod installation

Hello all,

I wanted to install my first mod on AoE2 DE, but im not able to make it work. I don't know if it comes from the mod or a bad installation.

I want to use this mod in a custom scenario im building :https://www.ageofempires.com/mods/details/15170/

It basically turn one of the water texture into lava. But despite installing the mod directly from the game and chossing it from the checkbox in the bottom right on the scenario loading page, it's doesnt seem to work. None of my water texture changed
