Why are people complaining about 'lack of progression' in aoe3 DE

the game gives you everything upfront, how can someone seriously complain that that is worse.

Not tryna say other complaints arent valid but every negative review, the first thing almost all of them say is lack of progression. As if a shitty progression system is a boon to the game.
