Do connectivity issues exist outside of my own internet?

I moved and the internet where I'm staying is about 60-150 ping and super spikey, which is why I'm playing aoe3 again. My ping sucks but for rts games I don't mind so much. However, anytime I attempt to play multiplayer in aoe3 there are seconds long delays until my units move or upgrades start. Sometimes the units won't even move at all. It's basically impossible to issue commands in a battle. Is this just my problem or is this something happening to a lot of people?
