Rice Paddy Gather rates

So I read that villagers on rice paddy's don't move. Does this mean that I could have 10/10 villagers on a rice paddy without having slower gather rates vs 7/10?

Also is cattle booming with the chinese worth it in treaty? I've been trying it out and have had good luck. It seems more efficient, especially in a team game with the british team card. They gather quicker too if allied with the French in the consulate. I found it especially useful with the overpop 0f 119 villagers, having 70 on coin and 40 on wood.
