Aoe2 multiplayer community

Do I need to buy the expansions as well if I need to play multiplayer ;_;

Is there any difference in the multiplayer experience on steam vs windows? Or do they have the same community?

If the community is different, which community is better in terms of playing community games the way t90 plays(diplomacy, migration, regicide, exploding kings etc)
